This is Negi Standard, which animates one character per scene. The browser version is the same build, in Chrome or Edge for folder access.
Step 1The folder holding the .pmx and its tex/ directory, onto the viewport. A lone .pmx works too, and Negi asks once where its textures live, then remembers.
Step 2It binds to the active model. A camera .vmd drives the camera instead, and a .vpd poses the model without animating it.
Step 3Move a bone, press K, scrub the strip. Export a VMD or a VPD, or save the whole session as a scene file that reopens as you left it.

Because the builds are not signed with a paid developer certificate. On macOS, click Done, then open System Settings, Privacy and Security, and choose Open Anyway. On Windows, click More info in the SmartScreen dialog, then Run anyway.
